Can UAE Businesses Run ChatGPT Ads? Rules, Costs and Setup

Written by Alwyn Mathew | Sep 24, 2026, 9:49:18 AM

Yes, businesses registered in the UAE can open and verify a ChatGPT Ads advertiser account, confirmed as of 23 September 2026. The United Arab Emirates joined OpenAI's self-serve advertiser list on 16 September 2026, alongside Saudi Arabia, Israel and Turkey. OpenAI's own Ads Manager availability list is the source to check. Much of the web still says otherwise, because most UAE-facing pages were written before that date.

The sharper question is whether B2B firms should. Eligible UAE B2B firms should test small, with conversion tracking ready before a single dirham is spent. Prohibited categories and firms that cannot measure leads should wait. That split, not the launch itself, is what matters when deciding where the next test budget goes.

How do ChatGPT ads work?

A ChatGPT ad is a small card below the answer, labelled Sponsored and visually separated from it. It carries the advertiser's name and logo, a short headline, a one-line description, an image and a link. There are no keywords to buy. Instead, OpenAI matches each ad to the conversation, weighing the context and intent of the chat, the ad's title, copy and landing page, and the context hints the advertiser writes to describe where its product is relevant. When a user has personalisation switched on, signals from their wider ChatGPT use count too, as OpenAI's introduction for advertisers explains. Context hints guide matching, but they are not exact-match keywords and do not guarantee delivery.

How do ChatGPT Ads compare with Google Ads?

Who actually sees the ads?

Ads appear only to users on the Free and Go plans, not to paid Plus, Pro or business plans, as OpenAI confirmed in its European ads expansion announcement. This is a structural constraint UAE B2B firms must weigh honestly. OpenAI also keeps ads away from conversations about sensitive or regulated topics, such as personal health, mental health or politics, and from users it believes are under 18.

The segment most likely to contain senior B2B buyers, the people who have already paid for the tool, does not see the ads at all. That does not make the channel worthless. Plenty of buying research happens on free accounts, and early-stage evaluators often sit there. It does mean the reach is narrower than the headline suggests, and it is the reason lead quality, rather than raw volume, has to be the metric that decides whether to continue.

Does buying ads improve organic AI citations?

No. A paid placement cannot shape, rank or influence ChatGPT's organic answers or citations. Advertising buys visibility inside a relevant conversation. It does not buy a recommendation from the model. OpenAI keeps the two separate, and confirms the independence of answers from paid placement in its explanation of how ads work in ChatGPT.

This matters because the two goals need separate strategies. Earning an organic citation in an AI answer is a content and authority problem, addressed through answer engine optimisation, not a media-buying one. The mechanics of earning that visibility are covered in our breakdown of why brand equity matters more than citations. Paid and earned visibility can appear in the same answer, but they are won in entirely different ways. For B2B firms already losing clicks to AI answers, the zero-click shift makes that earned presence more valuable, not less.

The relationship does run the other way. The ad appears directly below the organic answer, in the same conversation. When that answer already names the firm, the ad reads as confirmation of a recommendation. When it names competitors instead, the ad has to argue against the answer above it. Organic visibility makes every paid placement work harder, which is why the two belong in the same plan, even though only one of them can be bought.

Which sectors cannot advertise in the UAE yet?

Under OpenAI's ad policy, last updated on 10 September 2026, ads for health and financial services are generally prohibited outside the US, and ads for legal services are prohibited outright. That single sentence rules out a large share of the audience most likely to be reading this. Healthcare providers, private equity and M&A firms, and professional services businesses handling legal or financial advice sit inside the restricted zone by default.

The restriction is not a UAE quirk. OpenAI's launch policy disallowed most categories beyond its initial pilot focus, including healthcare, financial services, legal services, gambling, alcohol and political content. The controlling detail for a Dubai or Riyadh firm is the phrase outside the US. A UAE legal practice cannot advertise where a US firm now can. Readers can consult OpenAI's ad policies for the full changelog.

Category eligibility also moves. OpenAI updated its policy to ban campaigns for third-party image and audio generation tools that compete with its own features. For SaaS, fintech-adjacent, and professional services firms sitting near a restricted line, eligibility needs monitoring in OpenAI's changelog, not a one-off check at setup. The safest first step is to confirm category status against OpenAI's own guidance on industry eligibility and restrictions before building anything.

Can UAE firms reach GCC buyers with ChatGPT Ads?

Yes, when two conditions hold: OpenAI must show ads to users in the buyer's country, and the account must be cleared to target beyond the UAE, which a new account may not be at first: some new self-serve accounts can initially advertise only in their home country until identity verification is approved and enough has been spent there. The UAE sits inside a MENA rollout that arrived in two waves. According to Campaign Middle East, OpenAI opened self-serve buying across India, Europe, the Middle East and North Africa on 31 August 2026; OpenAI's own account of the broader expansion is set out in its European ads expansion announcement. The individual country listing for the UAE, Saudi Arabia, Israel and Turkey followed on 16 September, taking the advertiser list to 56 countries.

In practice, a UAE account starts by reaching users in the UAE itself. A Dubai manufacturer can advertise from day one, but it reaches a buyer in Riyadh or Cairo only once both conditions above are met. Note that OpenAI publishes only the list of countries whose businesses can buy ads; where ads actually reach users has at times run ahead of or behind that list, so confirm a market is live for users before planning a regional campaign.

How do you launch a first ChatGPT Ads campaign?

You can launch a first campaign within a few hours once the pieces are in place. Getting it to perform takes longer, and the work starts before you spend any money. Five steps, in order:

  1. Check the AEO baseline. Ask ChatGPT the questions buyers ask just before they choose a provider, and note which firms the answers name. The ad appears directly below that answer, so if the firm is missing, fixing that through AI search optimisation comes before any ad spend.
  2. Set up Ads Manager. Create an account at ads.openai.com, verify the business, and add payment, as outlined in OpenAI's quickstart guide. For campaigns beyond the UAE, confirm the account is no longer limited to its home country before targeting other markets.
  3. Install tracking before launch. Add OpenAI's pixel and, where possible, the Conversions API, following its conversion tracking documentation, and pass every lead into the CRM so you can judge its quality.
  4. Write for intent, not keywords. There are no keywords to bid on. Write context hints that describe the buyer's situation, and copy that answers the question they ask just before deciding. Space is tight: OpenAI's campaign guidance sets titles at 16 to 24 characters and copy at 32 to 48, and its creative guidance asks for several distinct, useful variations rather than one slogan. It should read like a recommendation, not a pitch.
  5. Start small, on cost per click. Campaigns can be bought on views, clicks or conversions, and choosing clicks makes results comparable with Google and Meta benchmarks. The minimum daily budget for an account billed in dirhams is AED 65. Run one clear offer on a capped budget for two to three weeks before judging it, measure qualified lead cost and pipeline contribution rather than clicks, and scale only when lead quality justifies it.

Measurement matters more here than on mature platforms. OpenAI publishes no cost or conversion benchmarks, so a firm's own qualified lead cost is the only reliable number to plan against.

The trap here is the same one that catches paid search campaigns: acting on too little data. Editing or scaling a campaign before it has produced enough qualified data to judge is a familiar way to burn money, a pattern set out in our article on why Google Ads campaigns fail on too much optimisation and too little data. The same restraint applies here.

Should your firm test ChatGPT Ads now?

ChatGPT Ads create an opportunity to reach buyers as they explain their needs and compare solutions, a promising setting for complex B2B offers, where the buyer is already articulating the problem the offer solves. For an eligible UAE firm with clean measurement, a capped test is a reasonable bet worth making now rather than later.

For everyone in a prohibited category, and for any firm that cannot yet measure a qualified lead through to pipeline, the honest answer is to wait. Waiting is not passivity. Healthcare, finance, and legal firms locked out of paid placement can still earn presence in AI answers through content and authority, the discipline covered in our piece on why most UAE healthcare providers are still invisible in AI search. Whether or not a firm is eligible to advertise today, the presence it builds in AI answers now compounds, does not depend on a policy version, and is the asset that keeps paying as the channel matures.

Who should test now, and who should wait?

Firm type Eligible as of 23 Sep 2026 Recommended action
UAE manufacturing, business services Yes, if category clears policy Test small with tracking live
Healthcare providers No, health generally prohibited outside US Wait; build organic AI visibility
Private equity, M&A, financial services No, finance generally prohibited outside US Wait; monitor policy changes
Legal and professional services No, legal prohibited outside US Wait; check changelog quarterly
Any firm without conversion tracking Technically yes Fix measurement first, then test

For UAE firms weighing a first test, Oxygen can check eligibility against OpenAI's current policy, set up a capped campaign and connect it to HubSpot, so the result is judged on qualified leads rather than clicks. A free 15-minute consultation is enough to tell whether a test makes sense.
